Minutes of Council Meeting - 3 June 1907

PRESENT: His Worship the Mayor (Mr B R Gardener) and Councillors Hall, Hankins, Hudson, Levy, Mackenzie, Prouse and Williams.
The Minutes of the previous meeting were read and confirmed.
Members of Deputation
Amongst the correspondence was a letter from the Town Clerk of the Eastbourne Borough Council inviting the Council to appoint two members of a deputation from local bodies to wait upon the Government with reference to Hospital Grants. On the motion of Cr Hankins seconded by Cr Hudson it was resolved “That the Mayor and Cr J Prouse be appointed to represent this Council in a deputation to wait upon the Minister in reference to the Hospital and Charitable Aid question.”
Report of the Reserves Committee was as follows:
Local Bill
“The committee recommends the advisability of getting a Local Bill passed to deal with the Gravel and Municipal Reserves in order to bring them under the Provisions of ‘The Municipal Corporation Act’ of 1900 and the amendments thereof with regarding to leasing.”
Moved by Cr Levy, seconded by Cr Williams and carried “That the report of the Reserves Committee be adopted”.
Moved by the Mayor and seconded by Cr Mackenzie “That in view of the fact that the Council has decided to promote the passage of a Local Bill through Parliament to deal with the Municipal and Gravel Reserves, the Clerk be instructed to take no further action with reference to getting the said reserves dealt with under the next ‘Reserves and other Lands disposal and Public Bodies empowering Bill’. Carried.
Water Supply
Finance Committee’s Report –
1. The committee recommends that enquiries be made to find out the cost of obtaining a report re a high pressure water supply and that the matter of a sewage scheme be held over.
Moved by Cr Hankins seconded by Cr Hall and carried “That the report of the Finance Committee re high pressure water be adopted”
2. The Committee also recommends that the Levin Fire Brigade be taken over by this Council.
Fire Brigade taken over
Moved by Cr Hudson seconded by Cr Hankins and carried “That the “Report of the Finance Committee re taking over the Levin Fire “Brigade be adopted”.
Special rates
3. The Committee further recommends that all Special Rates hitherto collected by the Horowhenua County Council in this Borough be paid out of General Revenue and that the necessary steps be taken to effect the same.
Moved by Cr Mackenzie, seconded by Cr Hall and carried “That the Report of the
Finance Committee re consolidation of Special Rates be adopted”.
Moved by the Mayor and seconded by Cr Hudson “That the Special
Rates hitherto collected by the Horowhenua County Council in this
Borough, be paid out of General Rate, and that in due course a Special Order be made to effect the same”. Carried.
Moved by the Mayor seconded by Cr Mackenzie and carried “That the Clerk be instructed to request the consent of the Auditor and Controller General to the proposal that the interest on the ‘Weraroa Streets Loan’ and the ‘Levin Streets Loan’ be paid out of General Rate”. Carried.
Opening Tenders referred to Roads Committee
One tender only being received for metalling and the possibility that others might be lying at the Post Office led to the postponement of opening the tenders as the following resolution which was carried shows : viz – Moved by Cr Hankins seconded by Cr Levy “That the Tenders for metalling contract be left to the Streets Committee with power to Act”.
Kitson Lamp
Cr Hudson moved a motion re the Kitson Light which he had given notice at last meeting. This was seconded by Cr Williams. The Mayor moved and Cr Mackenzie seconded an amendment as follows: “That the discussion on Cr Hudson’s motion in the Kitson “Lamp be held over till next meeting”.
The amendment was carried.
Lamplighter to report
Moved by Cr Hall seconded by Cr Hudson and carried “That the Lamplighter send in a monthly report to this Council as to the working of the lamps etc.”
Notice of Motion re By Laws
Notice of Motion by Crs Williams and Hankins –
“That a committee consisting of The Mayor, Councillors Mackenzie and the mover (Cr Williams) be set up for the purpose of reporting on the Borough By Laws with the object of making any necessary alterations required in same if necessary.
Tiro Tiro Road property
The Mayor intimated that some alterations were advisable in cottage on Tiro Tiro Road property which might mean an outlay of about £ 9 out of the Loan Fund balance, the tenant undertaking to find labour. Matter left with the Mayor.
