This lace could be either of two things.
1 Machine made. Hand introduced gump thread, a take-off of Buck’s Point. Era around 1860 onwards.
2 Hand made Valence, most unusual to have here in New Zealand.
Three pieces of fine lace, removed from a garment for reuse.
