Typed on piece of paper glued beside photo, as caption - Laying Wreaths Anzac Service D. Collier, President Lvn R.S.A. Mayor of Levin: Mr C. Fuller

As Mr Fuller was Mayor from 1965 to 1971 AND this photo appears to have been taken same day as previous photo #.0067, therefore both photos were taken between 1968 & 1971.
