As described in Tony Froude's book James Bennie; Wellington Architect:

In 1923 the Levin Borough Council asked James Bennie 'to design a council chamber, meeting room, nine shops and a theatre.'

'The council decided to lease the theatre on completion to a cimnema group on the understanding that 12 nights a year were available for stage shows ...'

'The location chosen had been the town gravel pit in Oxford Street ...'

Photo at left shows the laying the foundation stone for the municipal buildings in 1924 attracted a big crowd for those days.
