In 1923 the Levin Borough Council asked James Bennie 'to design a council chamber, meeting room, nine shops and a theatre.'
'The council decided to lease the theatre on completion to a cimnema group on the understanding that 12 nights a year were available for stage shows ...'
'The location chosen had been the town gravel pit in Oxford Street ...'
